Consent application forms

Make sure you understand all the costs and processes involved 

If you haven't already read it, there's plenty of information in our resource consents section on this website.

You will usually need to complete three separate forms

  • Form A (general administrative details)
  • Form B (information specific to your proposed activity) and
  • Form C (other matters).  Should your application be assessed as incomplete due to Form C not being submitted with the application, costs will be billed to the applicant.

We will advise you below if this is not the case. Contact us if you are not sure which forms are required for your activity.

Fully complete all the relevant forms and provide as much detail as you can 

The Resource Management Act says that a resource consent application must:

  • be made in the prescribed form and manner, and
  • include an appropriately detailed assessment of environmental effects.

This means that if we don't have all the required information from you, then your application may be considered "incomplete". This will cause delays in the processsing of your application, and may lead to increased costs.

Note that any personal information you provide us is held and processed in accordance with the Local Official Information and Meetings Act 1987 and the Privacy Act 1993. Please let us know if there are privacy and confidentiality issues.  Find out more here.

Many proposals may need supporting information

These may include plans, photos drawings or technical assessments.  Where possible we would prefer this information to be provided in electronic format. Please use a CD or flash drive, or a file transfer system such as Dropbox.

  • can’t find the appropriate application form for your activity
  • are not sure if your activity requires a consent
  • have difficulty completing any form
  • would prefer us to post or fax any form to you (whether available online or not).
  • Note that this page covers APPLICATION FORMS ONLY.   There are other consent related forms, such as those used for submissions,  transferring consents or registering a permitted activity. You should check here for other consent related forms.

  • PRINT VERSION: Use the print version if you want to print off a form and manually (handwrite) complete it.
  • EDITABLE VERSION: Use the editable version if you wish to edit directly into the document.

    Make sure you save it out to your desktop before you start editing! If it's a PDF and you start editing in the original version on this webpage, your changes won't save. 

Changes to existing consents

Please talk to your local harbourmaster first about any proposed changes to your mooring structure or activity.

$172.50  This charge is a full, one-off processing fee, not a deposit.

+  CHANGE TO A CONSENT -  GENERAL / OTHER 

You may make minor changes to your consent and its conditions.  However, significant changes that may lead to an increase in environmental effects (such as an increased discharge or water take volume) will need to be assessed as a whole new activity.
